What it cannot do

A preset only contains plugins published on Modrinth or Hangar; premium plugins are not included.
When a new Minecraft version is out, some plugins have no release for it yet: they are left out (or added with a warning if you tick the option).
The first start needs internet access to download Paper (about 55 MB) and Java must already be installed.
A plugin marked compatible by its author can still fail.
